All businesses in Scotland that wish to sell tobacco must be registered.
Retailer registration was introduced through the Tobacco and Primary Medical Services (Scotland) Act 2010. The law took effect from 1 April 2011. It is an offence not to register.

In 2016, the UK Government consulted on whether to introduce a licensing scheme for retailers. The TMA supports a free registration scheme, similar to the one present in Scotland
